Candidate of Physical and Mathematical Sciences, and Advanced Doctor of Historical Sciences. In 1990-1994 he served as a deputy at the Supreme Council of the Republic of Tatarstan, in 1994-1996 he was State Duma deputy, and chair of constitutional federalism subcommittee. In 1998, he was a participant of the Russian delegation in the US elections in November. In 2004, he released a book called The Republic of Tatarstan: Democracy or Sovereignty? Chapter 3 of the book describes a mathematical analysis of electoral processes in the Republic of Tatarstan and the Russian Federation in 1991–2003. Other books by Mr. Mikhailov (as coeditor) include The Special Zone: Elections in Tatarstan (2000, in Russ.) and What a Voter in Tatarstan Would Like to Know About Elections (But Doesn’t Know Where to Ask) (2002, in Russ.). He also authored papers on federalism and elections.
