The issue contains papers that describe Viktor Sheinis's role in the success of the Democratic Russia bloc in the 1990 elections (paper by Yurii Korgunyuk, Arkadii Lyubarev and Sergei Stankevich), his role in establishing the Yavlinsky—Boldyrev—Lukin bloc and the Yabloko party (paper by Galina Mikhaleva), and three papers on Sheinis's contribution to the creation of Russian electoral legislation (by Vladimir Gelman, Arkadii Lyubarev and Andrei Buzin, respectively).

This time the issue includes research papers by Sergei Shpagin, Yurii Korgunyuk, Vladimir Mikhailov and Arkadii Lyubarev. The Discussion section includes two papers on the recent US presidential election: one by Sergei Zhavoronkov, Aleksei Kasyan and Moshe Yanovskiy, and one by Aleksandr Kireyev. The two papers present differing views on electoral fraud in the 2020 US presidential election. Concluding the issue is a virtual roundtable discussion on conducting elections in the pandemic.

It contains research articles by Yurii Korgunyuk, Andrei Buzin, Arkadii Lyubarev, Sergei Shpagin, Alexei Petrov, and Kirill Kalinin. The Kalinin's article has provoked a debate: there are the comment by Alexander Shen and reply by Walter Mebane in the issue. There is also a review by Vladimir Gelman on the book the Routledge Handbook of Elections, Voting Behavior, and Public Opinion.
