Mikhail V. Titov

Born in 1955 in Rostov Oblast, he graduated from Kalinin State University, Law Institute of the USSR Ministry of Internal Affairs, and the Academy of the USSR Ministry of Internal Affairs and erved as Deputy Head of the Department of Internal Affairs in Tver Oblast. Between 1993 and 2011, he worked within the election sector, and as chairman of constituent election commission on elections of State Duma deputies in 1993-1995. Mikhail Titov spent three terms as Chairman of the Tver Oblast Election Commission from 1997 to 2007. Since 2008, he has been teaching at the Tver branch of the Moscow State University of Economics, Statistics, and Informatics as associate professor of the following departments: Theory of State and Law; Humanitarian, Socio-Economic, and Legal Disciplines; Civil Law. Since March 2004, he is Professor Emeritus of the Law Department of Tver State University.
