Born in 1962, Mr. Shpilkin graduated from the Department of Physics of the Lomonosov Moscow State University in 1985. Throughout his career, he worked as a research fellow, IT journalist and technical translator. Since becoming an election analyst in 2007, he has won Politprosvet (Rus. for “political education”) and Redkollegiya (Rus. for “editorial staff”) awards as well as received a “Defender of the Fair Elections” medal. He included in the register of foreign agents by the Ministry of Justice of Russia.
