Lyudmila Shapiro worked at the Obninsk City Administration (1991–1994) and the central office of the Union of Russian Cities (1996–1997). Vice editor-in-chief of Gorodskoye Upravleniye (lit. “city management”) magazine (1995–2007), editor-in-chief of Mestnoye Samoupravleniye (lit. “local self-government”) newspaper (1997–2011). Member of the European Club of Experts in Local Self-Government.
