A private legal practitioner, he graduated from Kutafin Moscow State Law University. He is now doing post-graduate studies at the Department of Constitutional Law, Institute of Legislation and Comparative Law under the Government of the Russian Federation (thesis subject: Constitutional and Legal Defense of the Results of Voter Expression of Will). Since 2000, he has been a member of municipal, territorial, constituency and precinct election commissions with the deciding and consultative vote at federal, regional and municipal election. Aleksei Rybin provided legal counsel to candidates and parties during election campaigns.
