He graduated Russian State University for the Humanities and Moscow School for the Social and Economic Sciences. He worked as a political and regional scientist and electoral sociology expert at the Institute of Humanities and Political Studies and Yabloko party apparatus. He authored several papers covering the analyses of political processes in Russian regions, electoral behavior and electoral fraud. Since 2000, he has been involved in Internet studies, which helped him develop a course of the same name that he now teaches at HSE. He co-founded a research agency called Data Insight. Since 2011, he has been actively involved in the informal volunteer movement that studies electoral fraud and develops methods for their detection and description. He developed methods based on detecting abnormally large or abnormally small election result dispersions. Since 2012, he has been actively involved election observation as a member of territorial election commissions with a consultative vote.
