Graduated from Moscow State University with a degree in theoretical physics, candidate of physico-mathematical sciences. Founding member of Sonar, an inter-regional social movement of election observers and expert for the Movement for Defence of Voters' Rights “Golos” (included in the list of unregistered public associations executing the functions of a foreign agent by the Russian Justice Ministry). He has been involved in organizing short-term election observation since 2012 and has been an expert in long-term observation since 2016. Since 2011, he has been an observer at over 30 elections in Russia and part of 6 international election observation missions overseas.
