Boris B. Nadezhdin

Born in 1963, Boris Nadezhdin graduated from Moscow Institute of Physics and Technology in 1985 and later became Candidate of Physical and Mathematical Sciences. In 1997–1998, Mr. Nadezhdin worked as assistant to First Deputy Prime Minister Boris Nemtsov and assistant to Prime Minister of Russia Sergei Kiriyenko. Over that period, he drafted about 20 bills, about 50 presidential executive orders and government regulations. In 1999–2003, he served as a State Duma deputy, First Deputy Chair of Union of Right Forces faction as well as was a member of Committee for Statecraft. Boris Nadezhdin is the author of dozens of draft bills, including ones on electoral and party legislation. He was a member of the Public Consulting Council for Science and Methodology at the CEC of Russia in 2010–2016 and a member of Scientific Expertise Council at the CEC of Russia in 2018–2020. In 2001, Boris Nadezhdin founded the Institute for Regional Projects and Legislation where he is now president.
