Yelena L. Rusakova

Yelena Rusakova graduated from Moscow State University in 1985 with a degree in social psychology, and specializes in crisis intervention. She has been working as a municipal deputy since 2012, and as a municipal deputy and the chief of Gagarinsky Municipal District in Moscow since 2017. She is the author and instructor of training programs for deputy candidates and municipal deputies, as well as a co-author of several law-making initiatives for development of local self-government. From 2012 to 2021, she worked in election observation. Yelena Rusakova ran as a candidate for Moscow City Duma (2014, 2019, 2021) and State Duma (2016), and is now a member of the Independent Deputies Association.
